With almost one million young people currently not in education, employment or training (NEET), and apprenticeship starts among young people having fallen by 40% over the last ten years, the Government has recognised the urgent need for action.

Announced by Work and Pensions Secretary Pat McFadden, the new Youth Guarantee package aims to create up to 500,000 opportunities for young people aged 16–24 to either earn or learn. At the heart of the reforms is a major employment drive expected to unlock 200,000 jobs and apprenticeships over the next three years.

A New Youth Jobs Grant Worth £3,000 Per Hire

Expansion of the Jobs Guarantee

The Government has also confirmed the expansion of the existing Jobs Guarantee Scheme. Previously focused on 18–21-year-olds, the scheme will now extend to young adults aged up to 24.

This expansion is expected to create more than 35,000 additional subsidised jobs, bringing the total number supported through the scheme to over 90,000 opportunities during the next three years.

The Jobs Guarantee aims to provide structured employment opportunities for young people who may struggle to access the labour market independently. These placements are intended to help individuals gain work experience, transferable employability skills, confidence in the workplace, and pathways into permanent employment.

By widening the age range, the Government is recognising that many young adults continue to face barriers beyond the age of 21 — particularly following the economic disruption experienced in recent years.
